The National Center for Mental Health is dedicated to delivering preventive, curative and rehabilitative mental health care services.It is categorized as Special Research Training Center and Hospital under Department of Health on January 30, 1987. It has an authorized bed capacity of 4,200 inpatients and served an average of 56,000 outpatients per year.
Mandate & Functions
NCMH was established in 1925 through Public Works Act 3258. It was formally opened on December 17, 1928 and was originally called the INSULAR PSYCHOPATIC HOSPITAL. It was later called the National Mental Hospital. On November 12, 1986, it was renamed NATIONAL CENTER FOR MENTAL HEALTH (NCMH) through Memorandum Circular No. 48 issued by the Office of the President.

In line with efforts to prioritize employee mental health, the Rizal Medical Center (RMC), in collaboration with the National Center for Mental Health - Public Health Unit (NCMH-PHU), conducted a hybrid program titled “Psychosocial Wellness in the Workplace” on May 5, 2025. The event was held on-site at RMC and simultaneously streamed via Zoom, allowing broader participation among hospital staff.
The seminar featured three guest speakers from NCMH-PHU. Lynell C. Barayuga opened the session with an overview of mental health, emphasizing the need to break the stigma surrounding mental health issues and equipping participants with basic stress management techniques. Francis R. Paule followed with a discussion on the World Health Organization's Healthy Workplace Model, presenting evidence on how a supportive work environment contributes to improved employee productivity, and overall well-being. Finally, Keisha D. Arjona shared insights on creating a psychologically safe and supportive workplace, highlighting the core principles of Psychological First Aid and how they can be applied in everyday interactions within the workplace
The activity is part of RMC’s ongoing commitment to fostering a healthier and more resilient workforce. By engaging in partnerships with institutions such as NCMH, the hospital continues to champion mental health awareness and wellness as integral components of its organizational culture.
Mind Matters: A Mental Health Caravan for Pasig Catholic College Psychology Students

On May 6, 2025, the NCMH-Center for Wellness, in collaboration with the Public Health Unit, conducted a Mental Health Caravan for Psychology students at Pasig Catholic College.
The event aimed to promote mental health awareness and equip students with practical strategies to support their well-being. Topics included an overview of mental health, stress management, and ways to foster a supportive environment.
The interactive session allowed students to participate in discussions and activities that encouraged sharing and learning. The caravan served as an educational session and a platform for students to express their thoughts and share experiences, promoting empathy, self-awareness, and peer support.

The NCMH-Public Health Unit, in collaboration with the Health and Wellness Youth Coalition, conducted a Mental Health Caravan at the House of Representatives. Youth leaders from various schools and universities participated in the event.
The activity aimed to increase awareness about mental health by providing an overview of key concepts, addressing common misconceptions, reducing stigma, teaching stress management strategies, and promoting a supportive environment. Participants were also introduced to the principles of Psychological First Aid.
