In her speech, she emphasizes that, “The word ‘government’ should not simply refer to all of us who are working in the government; it is about how we interact with the public. It is about how we solve things together when we can’t do things on our own”.

The goal of the GQMC is to strengthen institutional capacities of public sector organizations in delivering citizen-focused public service and in implementing international standards-based quality management system. The program aims to promote and enhanced public sector performance through the adoption of ISO 9001 Quality Management System in all agencies of government; to develop an institutional infrastructure that shall provide certification with international accreditation; to establish the citizen’s charter of key government offices that shall be provided to the transacting public as government’s manifestation of service guarantee; and to recognize citizen-driven government organizations that have attained ISO 9001 certification for other government agencies to emulate. The journey of the government towards ISO Certification started on January 2012. As of October 30, 2016, a total of 585 government agencies were certified to ISO 9001 Quality Management System.
